رسالة من اللجنة الموحدة لتأسيس البرلمان الاشوري في المنفى الى الشعب الآشوري بكافة طوائفة ومذاهبه.يتبع باالانكليزي
نظرا للازمات والظروف الصعبة والحساسة محليا ودوليا التي يمر بها شعبنا الآشوري بكل طوائفه ومذاهبه من حيث تهميش حقوقه القومية التاريخية وتهجيره بشتى الوسائل من ارض الاجداد ومناطق اخرى كانت سابقا ضمن المملكة الآشورية المجيدة، برزت فكرة تأسيس البرلمان الاشوري في المنفى كضرورة ماسة والرد الناجع لما ينتاب شعبنا ووجوده اصبح على المحك ولذا فهو خط دفاعي وافضل وسيلة ديمقراطية للعمل السياسي وبادرة عمل للمرحلة القادمة. وتأسيس البرلمان لا يلغي اية جهة كانت سياسية او غير سياسية، بل يغير خط الدفاع الاول عن وجودنا حيث خسرنا عقودا طويلة دون وجود اية قيادة جماعية قومية شرعية منتخبة فنرجو ان لا نخسر الاتي لننقذ ما يمكن انقاذه. لذا يعتبر تأسيس البرلمان الاشوري في المنفى نقلة حضارية ومطلوبة. وقد تابع معظم الاشوريون هذه الفكرة لبناء صرح سياسي لأمتنا وكان مؤتمر يريفان في ارمينيا في 12-13 ايلول 2019 ومؤتمر فيزبادن في المانيا بتاريخ 7 – 9 شباط 2020 إلى جانب اللقاء مع الشؤون الخارجية للبرلمان الأوروبي خطوة مهمة صادقة في هذا الاتجاه ونوجز اهداف اللجنة الموحدة لتاسيس البرلمان الاشوري في المنفى (يوكاب) فيما يلي:
1. هدف لجنة يوكاب هو الدعوة الى مؤتمر آشوري عالمي يعلن فيه تأسيس البرلمان الاشوري في المنفى على اساس ديمقراطي قانوني وانتخابي شرعي.
2. يعتبر البرلمان المنتخب في هذا المؤتمر هو أعلى سلطة سياسية وقيادة جماعية قومية شرعية ويكون الناطق الرسمي باسم الامة الآشورية في كل المحافل الدولية.
3. تتقدم لجنة يوكاب بتوجيه الدعوة الى كل مؤسسات شعبنا في الوطن والمهجر من احزاب ومؤسسات دينية ومنظمات واكاديميات ومراكز علمية وثقافية وشخصيات ادبية واقتصادية للمشاركة في المؤتمر بممثليهم.
4. يُقدَّمُ الدستور من قبل لجنة يوكاب كمسودة اولى للمؤتمر الاشوري العام لتأسيس البرلمان الاشوري في المنفى ويناقش من قبل الحضور للوصول الى صيغة نهائية للتصويت عليه (حبذا لو شاركنا من يرون في انفسهم الكفاءة والخبرة والممارسة القانونية في كتابة الدستور ويرسلون لنا ملاحظاتهم قبل انعقاد المؤتمر) بفترة معينة.
5. ترى لجنة يوكاب انه من الضرورة ان تكون النقاط الجوهرية الأساسية العشرة التي نوقشت وأقرت في مؤتمر يريفان/أرمينيا من الأولويات الاستراتيجية وتعتمد كورقة عمل مقترحة للبرلمان المزمع عقده.
6. قامت لجنة يوكاب بتشكيل أكثر من ثلاثة عشر لجنة في الوطن وفي بلدان المهجر بطريقة انتخابية ديمقراطية.
7. تؤمن لجنة يوكاب بحق تقرير المصير للشعب الآشوري بما في ذلك اقامة دولة اشور على ارضه التأريخية.
هذا وهدفنا من هذه الرسالة هو تعريف كافة ابناء شعبنا المخلصين ومؤسساتنا الموقرة من الأحزاب والمنظمات والاتحادات والمراكز الثقافية والعلمية والشخصيات الادبية وغيرها، تعريفهم بهذه الخطوة النوعية من اجل خلاص ابناء شعبنا من التشتت وفقدان الامل في العيش بكرامة على ارضهم التي بنوا عليها ارقى الحضارات.
ولكي تكن هذه الرسالة خطوة اخرى من خطوات العمل القومي المشترك للتقدم نحو انشاء البرلمان الآشوري في المنفى نرجو من كل الاوفياء الكفوئين الذين يريدون المساهمة في انجاح هذا الصرح القومي السياسي ارسال مقترحاتكم الينا وسنستقبلها بكل امانة وسرور وامتنان لخير الامة ومستقبلها.

A message from the United Committee for the Establishing Assyrian Parliament in Exile to the Assyrian people of all its denomination and doctrines.
In view of the difficult and sensitive conditions and crises locally and internationally that our Assyrian people are going through with all their sect in terms of marginalizing their historical national rights and displacing them by various means from the land of the ancestors and other areas that were previously within the glorious Assyrian Kingdom. The idea of establishing the Assyrian Parliament in Exile emerged as an urgent necessity and a successful response to what befalls our people. Its existence is at stake, and therefore it is a line of defense, and the best democratic method for political action and a gesture of action for the next stage. The establishment of parliament does not eliminate any political or non-political party. Rather, it changes the first line of defense for our existence, as we lost long decades without the presence of any collective, legitimate, national, elected leadership, so we hope that we will not lose the upcoming. Therefore, the establishment of the Assyrian Parliament in Exile is considered a civilized and required shift. Most Assyrians have pursued this idea to build a political edifice for our nation, and the Yerevan conference in Armenia on 12-13 September 2019 and the Wiesbaden conference in Germany on 7-9 February 2020 , besides the meeting with Foreign affairs of European Parliament, were an important and sincere step in this direction. We summarize the objectives of the United Committee for the Establishing Assyrian Parliament in Exile (UCAP) as follows:
1. The goal of the UCAP-committee is to call for an international Assyrian conference to announce the establishment of the Assyrian Parliament in Exile on a legal and electoral legal basis.
2. The parliament elected in this conference is considered the highest political authority and a collective, legitimate national leadership, and it shall be the official spokesman for the Assyrian nation in all international forums.
3. UCAP-committee submits an invitation to all institutions of our people in the homeland and abroad, including parties, religious institutions, organizations, academies, scientific and cultural centers, and literary and economic figures to participate in the conference with their representatives.
4. The constitution is submitted by UCAP-committee as a first draft for the General Assyrian Congress to establish the Assyrian Parliament in Exile and is discussed by the attendees to reach a final formula for voting on it (preferably if those who see themselves as competence, experience and legal practice participate in writing the constitution and send us their observations before the conference) takes place at a certain period.
5. UCAP-committee considers it necessary that the ten essential points discussed and approved at the Yerevan/Armenia conference be among the strategic priorities and approved as a proposed working paper for the planned parliament.
6. UCAP-committee has formed more than thirteen committees in the homeland and in the Diaspora in a democratic electoral manner.
7. UCAP-committee believes in the right of self-determination for the Assyrian people, including the establishment of the State of Ashur (Assyria) on its historical land.
Our goal of this message is to introduce all our loyal people and our esteemed institutions, including parties, organizations, unions, cultural and scientific centers, literary figures and others, with this qualitative step in order to save our people from dispersion and loss of hope to live with dignity on their land on which they built the finest civilizations.
In order for this message to be another step of joint national action to advance towards the establishment of the Assyrian Parliament in Exile, we ask all the loyal, competent people who want to contribute to the success of this national-political edifice, to send your proposals to us and we will receive them with all honesty, pleasure and gratitude for the good of the nation and its future.

• The second meeting is on Sunday, February 21st, 2021 at 9:00 AM in Germany – 7:00 PM in Sydney, Australia – 3:00 AM in New York, USA.
